Covia is looking for a dynamic Health & Safety Coordinator who will have a positive impact on the Operations team at its Ottawa, MN location. As a Health & Safety Coordinator, you will administer, monitor and ensure compliance of the Company's Safety and Health program, in a manner consistent with Corporate and governmental standards, codes, acts, regulations and policies for all employees (including vendors and contractors) at the Ottawa site.

The successful incumbent will have the following Key Accountabilities:

Safety

  • Adhere to, comply with and manage all safety rules and regulations within Covia, MSHA, ODM, OSHA and other site specific requirements.
  • Develop, facilitate, implement, train and manage the sites entire health and safety system which will meet or exceed all aforementioned regulatory requirements.
  • Inspect the plant monthly and submit a written report to the sites leadership.
  • Develop and maintain a regular area inspection program and Behavior Based Safety (BBS) observation system that involves all employees at the plant.
  • Maintain and direct an active safety training program, including MSHA Training and Monthly Safety Meetings.
  • Maintain and update monthly a prioritized list of safety items requiring attention from data gathered from plant inspections, safety meetings, shift reports, and MSHA inspections.
  • Schedule and coordinate annual audiograms, physicals for all site employees.
  • Accompany all Health & Safety inspectors during onsite inspections.
  • Perform and monitor respirable dust surveys for all employees and work areas.
  • Perform and monitor noise exposure surveys for all employees and work areas.
  • Direct the plants' Hearing Conservation Programs.
  • Investigate and prepare reports of accidents/injuries that occur on plant property, including employee personal injury, property damage, and near-miss accidents.
  • Monitor and restock supplies in plant first-aid centers.
  • Monitor the fire extinguisher program to ensure appropriate and adequate equipment is installed and maintained in work areas and mobile equipment.
  • Maintain required reporting schedule of Safety & Health data in USIS.
  • Prepare and submit the MSHA quarterly report.
  • Prepare and submit (in the time frame allowed - 10 days) the MSHA Form 7000-1 (Accident, Injury, and Illness Report) when a reportable accident occurs.
  • Prepare maintain a record of all employee safety training including MSHA Form 5000-23 (Certificate of Training).
  • Prepare and maintain all records and data connected with Worker's Compensation issues and communicate as required with insurance carriers, governmental agencies, and Covia management.
  • Develop and maintain communications with local medical facilities/clinics regarding restricted duty work programs available to employees injured on the job.
  • Maintain current working knowledge of all applicable OSHA, MSHA and Covia safety and health policies, procedures, and regulations.
  • Administer the employee physical program for pre-employment and periodic employee physicals as per plant policy to include arranging a service provider, scheduling the activity, gathering information and maintaining records, and communicating results with the employee concerned and other parties as appropriate.
  • Act as secretary, facilitator and salaried representative of the plant safety committee and schedule regular meetings.

Quality

  • Manage laboratory and support loading operations including testing, calibration, PC and lab equipment and scheduling
  • Implement, monitor, and ensure the usage of all ISO 9000 and other quality related functions at the specific production facility
  • Perform the investigate functions required by either an internal or external customer. Liaison with customers, sales and production to address all quality inquiries and concerns as well as provide any documentation and statistical data needed in such investigations.
  • Compile a monthly reports including quality reporting for corporate quality & sales which includes a summary of both internal and external quality issues raised during that time period

The successful incumbent will have the following Minimum Qualifications:

  • Bachelor's degree preferred but is not required
  • If no college degree is present then incumbent must have a minimum of five (5) years' relevant supervisory experience in health and safety specifically at a mining or heavy construction facility.
  • MSHA Part 46 or 48 Training Certification and/or previous exposure to surface and dredge mining with aggregates in a plant environment a plus.
  • Proficient in Word, Excel and knowledge of ERP databases.
  • Strong experience in industrial/mining safety and health programs.
