DESCRIPTION

UC San Diego Health Department of Emergency Management mission is to help faculty and staff prevent, mitigate, prepare, respond to, and recover from emergencies that disrupt the normal day-to-day operations of the health system. The department scope covers all health system sites and their faculty, staff, patients and visitors.

Under general direction of the Director, the Emergency Manager works to fulfill and support the Emergency Management Program (EMP), which encompasses comprehensive, all-hazards, approach to the emergency management process.

Key Responsibilities:

  • Perform complex technical work in emergency management, preparedness outreach, emergency planning, response & recovery; training, and drills and exercises.
  • Serve as a subject-matter-expert during Hospital Command Center (HCC) activations in response to emergencies affecting the organization up to and including recovery, documentation in after-action-reports, and continuous improvement.
  • Develop and maintain plans including the Emergency Operation Plan, Policies and Procedures, and other processes to solve substantive, complex emergency preparedness, response, and recovery challenges.
  • Lead emergency preparedness priorities in accordance with the criteria dictated by the annual hazard vulnerability analysis, the Homeland Security Exercise and Evaluation program, and TJC standards along with local, state, and federal agencies.
  • Perform or direct planning outreach, coordination, and training with key departments with an emergency response role.
  • Actively participate with partners, task forces, committees, and agencies regarding emergency management program objectives including those at the hospital, local, regional, state, and federal levels.
  • Responsible for equipment and supply inventory, including full range of research, selection, ordering, receiving, storage, rotation, and associated functions.
  • Design, develop, coordinate, and conduct site-specific and targeted training regarding the Emergency Operation Plan, Hospital Incident Command System (HICS), building evacuation, and other emergency preparedness training for staff in all work sites.
  • Develop curriculum and plan training specific to Chemical, Biological, Radiological, and Nuclear (CBRN) hazards.
  • Assist in maintaining and updating the department website, mass notification system, and other programs as needed.
  • Prepare program status reports to be provided to the Director and the Emergency Management Committee as required.
MINIMUM QUALIFICATIONS
  • Must have valid California Driver's License within 6 months of employment and acceptable driving record.
  • Bachelor's degree from accredited college or university with a major related to healthcare, public health, public law, safety, or other closely related subject/s, or demonstrated equivalent experience.
  • Demonstrated minimum three (3) years' work experience in the fields of emergency management, preparedness, and/or planning, including experience with Incident Command System and response principles, preferably in a healthcare field.
  • FEMA Courses 100, 200, 700 and 800.
  • Proven written, verbal, and interpersonal communications skills, including advanced political acumen and skill to communicate with diverse constituencies in a highly political environment.
  • Advanced skill in representing the organization with local, regional, state, and federal authorities.
  • Demonstrated knowledge about CDPH, Cal OSHA, TJC, CMS and other regulatory requirements and laws related to emergency management in healthcare environments and ability to monitor and maintain compliance.
  • Proven experience actively managing a Hospital Command Center activation for exercises and/or real events.
  • Strong computer skills with proficiency in MS Office Suite, and SharePoint for website management.
  • Works well in a team environment, with strong interpersonal and consensus-building skills.
  • Strong teaching/training skills, curriculum development, and evidence-based research.
PREFERRED QUALIFICATIONS
  • DECON training for Healthcare First Receivers.
  • Homeland Security Exercise and Evaluation Program (HSEEP) certification with experience developing, conducting and documenting exercises.
SPECIAL CONDITIONS
  • Must be able to work various hours and locations based on business needs.
  • Required to serve in on-call rotation for potential command center activations.
  • Ability to be available to report for duty on a 24-hour-day basis as needed.
  • Employment is subject to a criminal background check and pre-employment physical.

Pay Transparency Act

Annual Full Pay Range: $74,300 - $134,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.58 - $64.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
