About the Position

Background
Dexis Consulting Group implements the Independent and Effective Justice System Activity (IEJSA) project with support from the United States Agency for International Development (USAID). This project aims to increase the scale, scope, and quality of people-centered justice services for victims of crime, for persons accused of crimes, and for Salvadoran communities. The project will strengthen public defense investigation capabilities and provide legal aid services in priority areas. The project will also strengthen existing services to assist victims of crime by employing methodologies focused on welfare and protection. The project will support the integrity of the criminal justice process and promote coordination in the provision of judicial services at the local level. The project will also promote citizen participation and open justice through popular legal education and the creation of court user committees.

In order to promote information exchange and learning, IEJSA will conduct a study tour, bringing 15 key members of the judicial system in El Salvador to site visits in New York City, NY and Washington, DC.
The goal of the study tour is to present to the representatives of the Salvadorean judiciary the best practices in US courts related to daily court administration, performance monitoring and management, communication with various stakeholders, and digital solutions and e-services used by courts.

The specific objectives of the study tour are to:

  • foster a peer-to-peer exchange of information and dialogue on caseflow management, judicial quality, communication and community engagement, and performance measuring;
  • learn about people-centered justice principles and best practices used by US courts;
  • identify new possible approaches and solutions for increasing the effectiveness of court and caseflow management in Salvadorean judiciary.

The tentative dates of the study tour are June 2-9, 2024, with June 2-4 spent in Washington, DC and June 4-9 spent in New York City. The estimated period of performance for the consultancy is through June 16, 2024. Please note these dates are subject to change based on factors beyond the project's control.

Responsibilities
  • coordinate and confirm, with US host organizations, the time and location of meetings included in the study visit agenda;
  • facilitate transportation of participants from/to airport, in New York/Washington, DC and between the cities throughout the visit;
  • coordinate with interpretation services;
  • identify, propose and book venues for participants' meals throughout the visit (ex. lunch arrangements in between meetings with US institutions);
  • accompany/support the delegation during the entire duration of the study visit
  • help solve any logistical issues that may arise during the visit;
  • develop and submit a final report on the organized study visit.
Qualifications
  • Previous experience facilitating study visits and group events involving foreign delegations to the US;
  • Experience working with interpretation and transportation service providers in the US;
  • Knowledge of accommodation and group meal arrangements in New York and Washington, DC;
  • Strong communication, presentation, cooperation skills, ability to listen and express opinions sensitively;
  • Fluent in verbal and written English, with professional proficiency in Spanish.
  • Availability to support the delegation in person from June 2-9 (tentative dates).
Preferred Qualifications
  • Knowledge about how the US judiciary works will be an advantage
