Project Manager / Library Director


KeyLogic is actively seeking a Project Manager / Library Director who is skilled in library sciences and information management, project management, client engagement, and financial/contracts management for a government technical library in Dayton, Ohio. The candidate should have excellent diplomatic and client engagement skills with an enterprising disposition to lead a skilled team of researchers to support the customer in sourcing and analyzing a variety of publications from different geographies.


Responsibilities and Duties include:

  • Contract / Project Management - Allocates research and acquisition tasks to staff, monitors/reviews work products; ensure appropriate project reviews, ratings, and feedback; reports to the COR and Senior Director on contract performance and financial execution
  • Client / Customer Service - Works directly with clients on project performance; ensures accountability of customer service / satisfaction; provides thought leadership on the analysis / acquisition of library resources; alerts customers to available resources and publications across the spectrum on topics of interest / necessity
  • Financial management - Has hands-on engagement in defining / executing financial processes in support of the contract; conducts budget control and implementation, reconciliation and reporting (monthly, quarterly, semi-annual, annual)
  • Personnel management - Leads a team on work execution and career growth, including performance plans, performance appraisals, recognition, etc.
  • Project Reporting - provides detailed monthly reports to the library's clients / customers / Senior Director and makes necessary adjustments and improvements
  • Project Innovation - Maintains engagement with government client by seeking feedback on work products and soliciting input on ongoing projects; identifies areas for improvement, implements new initiatives, and project processes; provides innovative ways to connect library customer agencies to information source services and resources (e.g., discovers or creates new pathways to information sources in many countries); tracks, updates, and maintains the availability of nearly 1,800 resources

Requirements:

  • Must be a US citizen and ability to attain and maintain security clearance (if required)
  • Masters of Library Science (MLS) or equivalent from an accredited university
  • 5+ years of experience in the field of Library Science, Information Science, or related field
  • 8+ years project management experience in library, information technology, and/or research
  • Significant financial management experience (managing $5-$10 million annually), preferably on government contracts
  • Experience in managing staff performance, organizing resources and establishing prioritization of tasks
  • Expert in English - verbal, written, and professional and interpersonal communication
  • Strong communications and diplomatic skills to engage with senior management, clients, coworkers, direct reports, and other stakeholders
  • Able to manage, work in a small, non-traditional library environment

Desired Qualifications:

  • Experience working with overseas publishers/foreign languages materials
  • Additional foreign language proficiency in languages such as Chinese, Russian, Farsi, or Korean
  • Previous experience working on government contracts with client management, project management, and financial management responsibilities.
