Job Summary
Under the supervision of the Facilities Services Manager, the Facilities Leadperson assumes significant responsibility for the general maintenance of all city owned and occupied buildings including building envelope, equipment, systems, and interior finishes. Performs skilled, technical work in routine operation and maintenance, and repair of plumbing, HVAC, electrical, mechanical, and structural systems and equipment. Provides lead direction and training to assigned Facilities Technicians and/or contract service staff.
Distinguishing Characteristics: This position is the advanced journey level in the Facilities Technician series and performs the most difficult and responsible types of duties assigned within this series, including providing technical and functional supervision over assigned staff. The Facilities Leadperson organizes, assigns, and reviews the work of staff engaged in a variety of routine, semi-skilled, and skilled tasks in the construction, repair, and maintenance of City buildings, components, and equipment; and performs related work as required.

Essential duties and responsibilities may include, but are not limited to, the following:
Technical Responsibilities
- Performs inspections and maintenance to heating, ventilation, air conditioning, and city buildings, furnishings, and building components.
- Safely operates various equipment involved in the maintenance and repair of city buildings.
- Performs rough and limited finished maintenance carpentry and minor structural repair on public buildings including the repair and patching of walls and minor roofing repairs.
- Services, repairs, and replaces doors, windows, building hardware, fencing, and gates.
- Performs primer, enamel and lacquer painting and wallpapering work, using brush, roller and spray equipment on a variety of surfaces and materials including metal surfaces.
- Repairs pumps and related plumbing equipment, plumbing fixtures, and related apparatus.
- Repairs electrical equipment and related apparatus.
- Designs, fabricates, assembles, transports, installs and/or repairs facility key systems.
- Installs locks, rekeys doors and creates and maintains master key system.
- Repairs doors and gates and associated hardware.
- Researches and recommends technology related to the security of facilities.
- Maintains a variety of records related to the repair and maintenance of facilities.
- Performs general maintenance and repair work on glazing materials, floor coverings, and ceramic tiles.
- Schedule and coordinate the work of contractors; discuss prospective jobs with contractors; make recommendations regarding the most efficient and effective way to complete a job.
- Obtain quotes from vendors and contractors for bids; communicates verbally and in writing with vendors and contractors.
Manage Work Orders and Customer Service
- Review, evaluate, and research incoming work orders including adding details, determining urgency, and assigning staff; ensure information is complete and accurate.
- Communicate with customers to clarify the problem, understand context, history, and issue impact; visit sites/facilities to determine root cause if warranted.
- Respond to customer feedback and inquiries, including follow-up investigation and research regarding related problems and status updates to the customer.
- Provide timely, specific, and detailed communication in writing to customers.
- Connect with customers on regular cadence to solicit input and create opportunity to discuss issues or concerns; work with customers to find pragmatic solutions to mitigate concerns.
- Evaluate, research, and investigate situations to best understand urgency of the customer and urgency necessary to protect asset or mitigate potential secondary damage.
- Coordinate preventive maintenance and work order assignments of staff to ensure consistent and balanced workload.
- Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner; assign work to maximize staff skills, while also creating opportunities for growth and learning.
- Clearly communicate urgency and priority for staff and customer.
- Work directly with the Facilities Services Manager when there are multiple important competing priorities.
- Provide staff with opportunities for trouble-shooting and problem-solving and provide clear direction, especially when work assignment priorities conflict and/or solution options need to be evaluated.
- Use service request history, experience, event calendars, weather reports, and other data to anticipate issues or needs.
Monitor Buildings, Systems, and Controls
- Review building controls daily for alarms, alerts, and errors. Create work orders and dispatch to address service on condition issues.
- Tour buildings, inspect equipment and building systems, monitor conditions and proactively identify potential issues. Create work orders and dispatch for condition issues.
- Make recommendations for end-of-life asset replacement projects.
- Project manage equipment and system replacement projects.
Maintain Technician Training Program
- Develop and share training plans for new staff. Provide feedback, and opportunities for input from technicians.
- Identify skills gaps and create skill development plans for technicians; provide and coordinate staff training.
- Provide quality assurance by evaluating technicians' completed work. Identify issues of poor workmanship, work with technician staff to train to expectations, and improve outcomes. If a repair does not meet expectations, evaluate outcome, and identify opportunities for improvement.
- Participate in evaluating the activities of staff including providing input on annual performance reviews.
Maintain Confidence & Compliance Testing
- Maintain schedule, logs, and records for required confidence testing, including, but not limited to, fire alarm panels, elevators, boiler systems, fire sprinklers, and back-up power generators.
- Troubleshoot, perform corrections, and submit resolution paperwork for any deficiencies or corrections noted during compliance or confidence testing.
- Perform quality control inspections.
Peripheral Duties:
- May serve as the Acting Facilities Services Manager in that person's absence.
- Performs functions as assigned in the City's emergency response plan in the event of an emergency.
- Extra hours may be required to cover extraordinary circumstances or special events.
