Position Overview:
We are seeking a dedicated and experienced Proposal Manager to join our team. The Proposal Manager will be responsible for leading the development and submission of competitive and compelling proposals in response to government solicitations. This individual will work closely with cross-functional teams to ensure the timely and accurate completion of proposals while adhering to all requirements and deadlines. The position requires skills in proposal management, proposal coordination, and content creation/writing.


Key Responsibilities:
1. Lead the end-to-end proposal development process, including kickoff meetings, proposal strategy development, content creation, and proposal production.
2. Collaborate with subject matter experts, business development professionals, technical teams, and other stakeholders to gather relevant information and develop compelling proposal content.
3. Conduct thorough reviews of solicitation documents to understand requirements, evaluation criteria, and compliance guidelines.
4. Develop and maintain proposal schedules, outlines, compliance matrices, and other proposal-related documentation.
5. Manage proposal production activities, including desktop publishing, formatting, editing, proofreading, and packaging proposals for submission.
6. Coordinate and facilitate proposal review meetings, ensuring that feedback is incorporated into the final proposal submission.
7. Work closely with the Contracts team to ensure that all proposal-related documents, certifications, and representations are completed accurately and submitted on time.
8. Lead and assist with oral presentations and coding challenges.
9. Track proposal metrics and lessons learned to continuously improve the proposal development process.
10. Stay informed about industry trends, best practices, and emerging technologies related to proposal development.
11. Support business development activities, including opportunity identification, capture planning, and market research, and other duties as needed.
Qualifications:
  • Bachelor's degree in Business Administration, Marketing, Communications, or a related field. Master's degree preferred.
  • Minimum of 10 years of experience in proposal management in the government contracting industry. Managing Federal proposals over $25M, preferably in Federal IT proposal management.
  • 10+ years of experience in all aspects of proposal preparation, development, and production.
  • In-depth knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant regulations.
  • Proven track record of successfully managing and winning proposals for government contracts.
  • Strong project management skills, with the ability to prioritize tasks, manage deadlines, and work effectively under pressure.
  • Excellent written and verbal communication skills, with the ability to synthesize complex information into clear and concise proposal content.
  • Attention to detail and a commitment to producing high-quality deliverables.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management software (e.g., Shipley, Privia).
  • Ability to work collaboratively in a fast-paced, deadline-driven environment.
  • Experience managing oral presentations, demonstrations, and code challenges highly preferred.
  • Federal contract writing experience preferred.
