Job Description Summary:Administers the pre-award process primarily in reviewing proposals for compliance. Conducts follow-up activities to ensure that proposals are accurate, complete, and submitted on-time. Advises internal customers on proposal preparation and coordinates final review and processing of proposals. Works on routine contract administration actions.

Job Description:

ESSENTIAL JOB DUTIES:

  • Facilitates the proposal preparation process by advising internal customers on pre-award compliance issues including budget formats, sponsor forms, and electronic technical issues. Performs detailed analysis of proposals for budget accuracy, format, completeness, Governing Board authorization and responsiveness to the request for the proposal. Reviews all on-site specific documents and information for accuracy and completeness as part of the "pre-drafting" due diligence.

  • Researches sponsors' application requirements, interprets such requirements, and makes recommendations to internal customers accordingly. Uses a variety of resource materials and media. Maintains the central office databases and files on all sponsor requirements. Completes Federal Representations and Certifications paperwork.

  • Maintains standardized proposal documents and templates, updating them for any changes in rates and factors. Compiles and maintains standardized and exceptional contract documents. Prepares pre-award packages accordingly.

  • Conducts outreach activities for internal customers on the proposal preparation process. Prepares written and oral presentations for such training sessions.

  • Seeks recommendations and advice from senior negotiators as needed. Coordinates with senior negotiators on the final review and processing of proposals and responses to formal Requests For Proposals (RFPs).

  • May analyze requirements for basic contract and grant instruments, serving as a point of contact for submission. May assist with the drafting and negotiation (as to form and legal provisions) of contract and grant agreements. May assist with the review and processing of partially-executed new agreements as well as the abstraction of legal and business terms from executed agreements.

JOB SPECIFICATIONS

Required Knowledge, Skills, and Abilities:Extensive knowledge of MS Office Excel and Access. Ability to solve intellectual problems of appreciable variety and complexity using originality and ingenuity. Ability to exercise appreciable latitude for independent judgment and action. Experience working in complex environments with a high degree of organizational effectiveness. Ability to work successfully in a team environment. Ability to develop relationships with co-workers and employees in other National Academies' departments. Excellent communication skills with a proven ability to effectively interact with all levels of employees.

Minimum Education/Training Requirements:Associate's Degree in Business or related field, or equivalent knowledge.

Minimum Experience:Three years of related professional experience.

Physical Capabilities:Ability to work at a computer for extended periods of time.

Supervisory Responsibilities/Controls:Reports to Contract Manager. Sets objectives with supervisor.

Work Environment:Hybrid Office/Telecommute environment, expected onsite percentage 40%-60%, with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations.

Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $27.82- $38.25 per hour. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range.
