Call for CVs: Principal Investigator/Evaluator Consultants

Social Impact (SI) is a Washington, DC-area global management consulting firm. We are a leader in supporting our clients to improve the efficiency and effectiveness of taxpayer-funded programs. We provide a host of evaluation, research, strategic planning, capacity building, and learning services, designed to promote evidence generation and use. Much of our work to date has focused on the international development and humanitarian assistance sector for federal clients such as USAID, the Department of State, and the Millennium Challenge Corporation. We are looking to grow our domestic federal civilian work, with a focus on our core capabilities.

Position Description:

SI is seeking applications from consultants with significant experience leading and/or serving as senior members of research/evaluation teams studying relevant labor topics . Prior experience and/or ongoing relationships with the Department of Labor (DOL) are highly desired. SI is looking to build a roster of qualified evaluation consultants whom we can call upon on an as-needed basis for upcoming DOL opportunities. Examples of anticipated tasks are outlined below.

Responsibilities:
  • Serve as Principal Investigator (PI) or a Senior Analyst, on DOL evaluations.
  • As PI, supervise evaluation team members.
  • As PI, ensure technical quality of products and final deliverables and lead inception meetings and check-ins with DOL.
  • Design, develop, and lead analysis, evaluation methods, and approaches.
  • Lead data collection and fieldwork activities; oversee team members and adhere to design standards, protocols, and quality standards
  • Lead or support recommendations, findings, and conclusions, and author draft and final reports. Present as necessary to DOL and disseminate to DOL and stakeholders.
Qualifications:
  • A Ph.D. and 10 years of minimum relevant technical experience
    • Or equivalent combination of education and relevant experience (i.e., minimum 14 years plus Master's degree)
  • Advanced degree in economics, labor studies, or related field
  • Recent experience conducting evaluations of DOL programming, bringing an understanding of DOL as a client.
  • Prior experience serving as PI, and/or serving as an evaluation team member on similar domestic federal programs.
  • Technical expertise in research and evaluation methodologies including experience designing and leading evaluations in the domestic federal sector
