Call for Domestic Federal Agency Consultants, Social Impact, Remote

Social Impact (SI) is a Washington, DC-area global management consulting firm. We are a leader in evidence building and use and provide monitoring, evaluation, strategic planning, capacity building, and learning services to make taxpayer funded programs more effective. Much of our work to date has focused on the international development and humanitarian assistance sector for federal clients such as USAID, the Department of State, and the Millennium Challenge Corporation. We are looking to aggressively expand and grow our federal civilian work outside of these three Agencies with a focus on our core capabilities related to evidence building, evidence use, and learning.

Position Description:

SI is seeking applications from consultants who have experience working with, and ongoing relationships with the following domestic federal agencies listed below. We are looking to build a roster of consultants whom we can call upon on an as needed basis.

  • DoEd
  • DOE (Department of Energy)
  • DOI
  • DOJ
  • DOL
  • DOT
  • EPA
  • FEMA
  • HHS
  • HUD
  • USDA
  • VA

Examples of anticipated tasks are outlined below.

Responsibilities:

  • Support proposal capture efforts by leveraging existing connections with domestic federal agencies: DoEd, Department of Energy, DOI, DOJ, DOL, DOT, EPA, FEMA, HHS, HUD, USDA, VA
  • Support proposal efforts by participating in proposal design and/or servicing as a reviewer of proposal.
  • Ensure that proposals are responsive to agency needs, exploit unique agency level opportunities and avoid pitfalls.
  • Provide context to the proposal of the soliciting agency/office.
  • Provide introductions to key individuals within the Agency who lead evaluation work for SI to build relationships with well in advance of solicitations dropping.

Qualifications:

  • Minimum of a Master's degree.
  • At least 10 years of relevant technical experience with at least five years of business development and/or capture experience within the federal civilian market.
  • Recent (within the last two years) relationships at one or more of the following agencies: EPA, DOI, DOT, HUD, USDA, DOL.
  • Technical expertise in research and evaluation methodologies including experience designing and leading evaluations in the domestic federal sector is an advantage.
