Position Description

POSITION OPEN UNTIL FILLED
Plans Examiner: Target Entry Salary: $47,238 - $56,685 annually
Senior Plans Examiner: Target Entry Salary: $57,418 - $68,901 annually

Technical work of a difficult and responsible nature in reviewing and analyzing permit applications, plans, building elevation drawings, and specifications for buildings and structures comparing to code requirements, and work of an administrative nature in coordinating technical and clerical work of other employees.

An employee in this position works under the direction of the Building Official and is responsible for review and approval of building permits issued by the department. The employee must maintain thorough current knowledge of building and related codes and be familiar with architectural and engineering principles as they relate to code compliance and design guidelines. The employee must be familiar with reading and interpreting architectural and engineering design drawings. The employee assists department staff in interpreting codes to other department personnel, other departments, architects, engineers, contractors, and the general public, and in conducting liaison between the City and outside persons in code matters. Candidates who meet the minimum requirements for a Sr. Plans Examiner will be eligible to be hired at that level.
 

Duties and Responsibilities

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Reviews, evaluates, and checks building permit applications and plans to ensure that all information is submitted; monitors detailed information on plans, elevation drawings, and building specifications; creates reports regarding compliance with design guidelines; prepares accurate reports and documents to ensure deficiencies and errors are addressed. 
  • Interfaces, engages, and communicates with architects, engineers, walk- in customers, and the general public regarding various projects and associated plans and questions.
  • Examines construction plans and specifications for code compliance; understands and applies all applicable codes and ordinances; discloses and notifies applicants of code deficiencies. 
  • Coordinates review of plans and specifications by building, electrical, mechanical, and plumbing inspectors to ensure adequacy of design, and to communicate design features to be inspected in the field.
  • Reviews architectural and engineering plans for permit applications in flood zones; demonstrates strong technical knowledge regarding flood zone requirements and ensures that all permit applications are accurately submitted and reflect important information; maintains, edits, and updates records for flood zone construction projects.   
  • Provides opportunity for review of plans and specifications by other interested City departments; collaborates, engages, and communicates with other departments in a timely and professional manner.
  • Maintains official City records of buildings for which permits have been issued; accurately tracks, logs, and organizes permits and documentation.
  • Assists and participates in training of other employees to enhance knowledge and skill when conveying answers and handling other plans related concerns from the public.
  • Computes and determines permit fees; approves or disapproves permit applications and communicates effectively regarding errors or deficiencies.
  • Coordinates office activities related to the issuance of permits; performs various technical and clerical work when needed to ensure plans and permits are handled efficiently and professionally.
  • Performs other duties as assigned.
 
 

Minimum Qualifications

Licenses, Certifications, and Equipment:
A valid State driver's license is required. 
Plans Examiner: Minimum of one (1) Florida DBPR license, maximum two (2), in the areas of Building, Plumbing, Mechanical, One and Two Family, or Electrical plan review within one (1) year of hire date and maintain the related continuing education as required by Florida.

Senior Plans Examiner:
Minimum of three (3) Florida DBPR licenses in the areas of Building, Plumbing, Mechanical, One and Two Family, or Electrical plan review and maintain the related continuing education as required by Florida.
 
Does this position require a Commercial Driver's License? No
 
This position is required to operate the below equipment, machines, tools, and other work aides:
Fax, copier, phone, microcomputer, personal computer, and other equipment as assigned.
 
Education and Experience:
Plans Examiner: 
Bachelor’s Degree in Engineering, Architecture, Building Construction, or related subject, and one (1) year of professional level experience in the field of construction or a related field, building inspection, or plans review, corresponding to the State of Florida Department of Professional Regulation (DBPR) licensing category; must meet qualifications as established by the latest revisions of the State of Florida Chapter 468, Florida Statutes, and Chapter 61G19 Florida Administrative Code; OR an equivalent combination of education, training, and experience may be considered.  
Senior Plans Examiner:
Bachelor's Degree in Engineering, Architecture, Building Construction, or related subject, and three (3) years of professional level experience in the field of construction or a related field, building inspection, or plans review, corresponding to the State of Florida Department of Professional Regulation (DBPR) licensing category. Possession of two State of Florida Plans Reviewer licenses, and the ability to obtain the remaining two licenses in the areas of Building, Plumbing, Mechanical, One and Two Family or Electrical plan review within two years of employment. Must meet qualifications as established by the latest revisions of the State of Florida Chapter 468, Florida Statutes, and Chapter 61G19 Florida Administrative Code;
